The VM expertise was invited to join international
“Value Engineering for Construction Projects” conference in Seoul, Korea
on 18 November 2005. It was sponsored by the Korea Institute of Construction
Engineering and Management (KICEM). The international speakers invited
includes Stephen J. Kirk, MVF; Martyn Phillips, VE Consultant, Canada;
Mei-yung Leung, Hong Kong City University; Stephen Holmes, Ontario Ministry
of Transportation; George Hunter, Lewis and Zimmerman; Tony Wilson, Hong
Kong Institute of Value Management; and Geoffrey Shen, Hong Kong Polytechnic
University.
This VE conference brought together over 200 researchers,
engineers, architects, government agencies, and large corporations to
hear the latest accomplishments, innovations, and potential directions
for value engineering. Attendees were particularly interested in applying
VE to the construction industry such as construction management, qualification
of facilitators and DBOT (design build operate and transfer) procurement
strategies, as the use of VE was to become mandatory in Korea. Applications
in construction of interest included transportation (highways and railways),
water and water treatment infrastructure projects, and all types of buildings.
During the conference, the president of Hong Kong Institute
of Value Management (HKIVM), Tony Wilson, introduced the examples of VM
practice and projects in Hong Kong. The representative of the Miles Value
Foundation (MVF), Stephen J. Kirk, encouraged research to innovate in
the profession. Dr. Leung, presented the findings of their VE research.
She discussed a cognitive model for VM to improve the specificity, conflict,
participation and commitment to induce the best performance in construction
projects and the highest satisfaction of professionals. Prof. Shen highlighted
the current state of the awareness, perceptions, attitudes, and use of
VM in the construction industry. The VM experts in HK continue to apply
the innovative VM technique for team decision-making in construction projects.

Information of International Speakers
Stephen
J. KIRK (CVS, FAIA, LEED)
Stephen J. Kirk is President of Kirk Associates, which specializes
in VE, sustainability, and life cycle costing services. He has
over 25 years experience in applying value based design decision-making
techniques to educational buildings, visitor centers, courthouses,
corporate offices, research facilities, and hospitals. Dr. Kirk
is a registered architect, a fellow of the AIA, a CVS, and is
a "LEED Accredited Professional" by the US Green Buildings
Council. Steve is a Senior Fulbright Scholar in architecture and
received his doctorate degree at the University of Michigan. He
served as president of SAVE International in 1998-99, is Director
and Vice President of Education for the Miles Value Foundation,
and is a Fellow of SAVE. He is the author/co-author of seven books
related to value analysis including his new text, Life Cycle Costing
for Facilities, published with R.S. Means with Alphonse Dell'Isola.
Martyn
PHILLIPS (P.E., CVS, CVM)
Martyn Phillips conducts value -risk management consulting and
training assignments for a wide range of clients and topics worldwide.
His leadership of group problem solving situations has resulted
in significant savings of time and cost for a number of high profile
projects and services in both the public and private sectors,
in many different countries and diverse cultures. He lives in
Canada. He has been involved in systems planning and development,
program implementation and network operations for various programs,
projects and services since 1964. Martyn is qualified as both
a value specialist and an engineer in Europe and in North America.
His interests lie in encouragement of innovation and performance
improvement across the full range of the business cycle. This
includes: Strategic Planning (to develop a business case and /
or master plan)Program Development (for the most appropriate concepts)Project
Execution (implementing design and construction)Systems Optimization
(for in-service process or system).
Dr. Leung has more than fifteen years of practical/teaching experience
in the construction industry/education and has participated in
a number of prestigious construction projects in Hong Kong. She
is a Chartered Quantity Surveyor in the RICS in the UK and the
HKIS in HK and a Charted Builder in the CIOB in the UK and AIB
in Australia. After her practical experience in the construction
industry, Dr. Leung focuses on the Construction Value Management
process in the construction industry of HK. In the PIs current
researches (Leung et al. 2002b, 2004; Leung and Liu 2003; Liu
and Leung 2002), a cognitive VM model was developed for the detailed
evaluation of decision-making and implementation processes in
construction projects. She also is a Qualified Facilitator for
facilitating 'VM workshop I', Hong Kong Institute of Value Management,
Hong Kong and a Qualified Tutor for facilitating 'VM Module I'
course recognized by the SAVE International 'The Value Society'
in U.S.A. In recent years, Dr. Leung actively participates into
various professional VM activities including VM trainings, VM
international conferences and practical VM studies. She has attracted
over HK$ 5 million as Investigator in professional and research
grants in recent years. Her current research projects are being
investigated on the basis of a human behavioral paradigm and project
management knowledge, which will assist and support the construction
professionals in the value management process.
Stephen
HOLMES (P.E., CVS)
Stephen Holmes graduated from the University of Waterloo with
a BASc in Civil Engineering in 1985. He has worked for the Ontario
the Ministry of Transportation for 20 years. His technical background
includes highway planning and design, foundation design, and highway
safety. Stephen has coordinated MTO's VE program since 1999. Stephen
is a member of the American Association of State Highway and Transportation
Officials (AASHTO) VE technical committee and is the president
of the Canadian Society of Value Analysis (CSVA).
George
HUNTER (P.E., PMP, CVS)
George Hunter, a Certified Value Specialist and a Registered
Professional Civil Engineer, has 21 years of experience in the
design and construction of public works projects. He has led roles
as a civil engineering project manager, value engineering program
manager, value engineering team leader (VETL) and trainer. His
value management experience includes nine years of service in
the AASHTO Value Engineering Technical Committee and as the former
Value Analysis Program manager for the California Department of
Transportation (Caltrans). He has provided multiple training courses
and advised foreign government agencies on value management program
development. More 200 VE studies on construction projects, 50
of them carried out personally have been completed under his leadership
in the U.S., Latin America, Europe, and Asia. George, a certified
Project Management Professional (PMP), has focused on applying
value engineering as a project management tool in the quest to
improve and balance project scope, schedule, budget and quality
of projects. This quest has included the development of a project
performance measurement tool and the integration of risk and value
management.
Tony
WILSON (B'Arch, ARCUK, HKIA, RIBA, MHKIVM)
Anthony Robert WILSON, Chief Architect, Architectural Services
Department, HKSAR, studied at Heriot Watt University, Edinburgh,
Scotland and qualified as an Architect in 1972. Worked in Private
Sector in UK for 8 years on all types of projects. Supervised
the construction of Industrialised Housing for two years in Libya,
North Africa. Joined the Hong Kong Government in 1981 and worked
in the New Territories co-coordinating all aspects of New Town
Development. In 1983 joined the Medical Group responsible for
hospital and clinic projects including responsibility for the
2000 bed Pamela Youde Eastern Nethersole Hospital serving Hong
Kong East.
In 1995 became Chief Architect in the Central Management Branch
responsible for Information Technology and Data Systems; Consultants
and Contractors Management; Site Safety; Design, Value and Standards;
Library Service and Materials Information; Estimating at project
inception stage; Value Management; Public Relations; Quality Management
under ISO 9001 and setting up Environmental Management under ISO
140001, for the whole Department.
Currently leading architectural Division 1 which
has around 60 staff implementing projects for a wide range of clients
including Police, Customs and Immigration Department, Airport buildings,
the Science Park, Fire and Ambulance depots, Security projects and
two schools. Minor Works are also managed by this group. The number
of projects, from inception to final accounts, is around 15 with
a total value of around $9,000M HK dollars.
An original member of the Hong Kong Institute
of Architects Sustainable Development Committee and is at present
the President of the Hong Kong Institute of Value Management. Current
issues are how to be more sustainable whilst improving quality and
value in projects.
Geoffrey
Q. SHEN (Ph.D, MCVEA, MHKIVM)
Professor Geoffrey Q. Shen is an active member of the Institute
of Value Management in the UK and a founding council member of the
Hong Kong Institute of Value Management. As a certified facilitator
recognised by the Hong Kong SAR Government, he has professionally
facilitated more than 30 partnering and value management workshops
for a number of large client organisations (such as Works Departments
and Housing Authority) in both the public and private sectors in
Hong Kong.
Professor Shen is also an active researcher in value management,
partnering, and related fields, and has managed a large number of
research and consultancy projects with funding over HK$12 millions,
and has published widely in international journals and conferences
including more than 200 papers, books, and reports. He teaches extensively
in these fields at postgraduate and degree levels, and has supervised
a large number of students at PhD, MPhil, and Master levels.
