Professional Services Development Assistance Scheme 2003-2-7

Enhancement of Construction Value Management Professionalism for the New Generation 提高新一代建築專業人士在價值管理方面的專業素養

VM is a systematic decision making process for solving problems in a team amongst various professionals/stakeholders (cost reduction /quality improvement). The technique was originally developed in U.S.A. in 1947 and was very widely used in Europe, Australia, Japan and China. Hong Kong government set up an inter-departmental steering committee in 1997 to set guidelines for the implementation of VM in Hong Kong. A number of formal documents including (1) Works Bureau Technical Circular (Works) no. 16/1998, (2) Construct for Excellence, prepared by our previous Chairman of Construction Industry Review Committee in HK, The Honorable Mr. Henry Tang (Tang 2001), (3) Works Bureau Technical Ciruclar no. 35/2002^ (Chan 2002), and (4) a survey with construction professionals in HK (VM obtained the relative important index of 0.662; Leung et al. 2002) strongly recommends for a wider adoption of VM techniques in local construction in order to achieving an excellence in the quality of construction products.

To meet the dynamic expectations of the external environment and the industry, construction professionals in Hong Kong should have adequate competency in the VM knowledge and skills. The aim of the proposed scheme is to update and disseminate the VM knowledge and skills as required of construction professionals so as to enhance the competitiveness of professional services in a regional context. Achieving the desired project aim requires the following objectives to be fulfilled, and they are

(1) to introduce the VM knowledge to construction professionals;
(2) to train up Value Specialists for co-facilitating VM workshops; and
(3) to exchange innovative VM techniques with international VM experts.

Further to our previous successful PSDAS project (no. 2003-2-7) in conjunction with the HKIS, construction value management was introduced to over 350 construction professionals in HK and 150 professionals in the Mainland. The economical situation in HK has improved since 2004 (GDP increased by 5% (HK$ 1,269 billion in 2004); Tang 2005), but the construction industry is still facing a serious recession (construction industry’s contribution to HK’s GDP decreased to 4.4% in 2004 from 7.3% in 1997) (Census & Statistics Department 2005).  There is a need and expectation for increased cost savings, i.e. “value” in construction projects to enhance the final performance.  To cope with the ever changing construction techniques and external environment, construction professionals need a systematic decision-making process and innovative techniques to solve problems in complicated construction projects.  Traditional decision making and management processes generally fail to enhance the quality and value of construction projects, whereas VM which is a systematic and creative team decision-making process which can ensure better value. 

This project aims to improve VM practice (study process and qualification system) for construction professionals in HK so as to enhance the competitiveness of the construction professionals in a regional context.  Achieving the desired project aim requires the following objectives to be fulfilled, and they are:

(1) to review local /international VM study processes and qualification systems (e.g., USA, UK, Australia, Korea, China);
(2) to provide training related to the essences of three key VM phases (function analysis, creativity and evaluation);   
(3) to recommend appropriate VM study process and qualification system in HK; and  
(4) to disseminate the outcomes of the project (refer to the above Objectives 1-3) to construction professionals in HK.

After the financial tsunami in 2009, a lot of construction projects in Asia Pacific have been carrying out to stimulate the economic recovery. The global manpower survey revealed that recruitment in the Asia Pacific region would be the most robust, on which the outlook of employment rates in the construction industry is 22%, 26%, 29%, 46%, 12%, 29% and 24% in China, Hong Kong, Taiwan, India, New Zealand, Australia and Singapore respectively. With a shortage of quality construction experts capable of overseeing mega joint-venture projects, properly trained project managers from Hong Kong become the most important for expanding the business in Asia Pacific. Along with the globalization, vast opportunities have been opened up to companies and individuals from Hong Kong to set foot in different Asia Pacific countries. Nonetheless, not too many project managers in Hong Kong are well prepared for this challenge, mainly because there is little channel for them to update their knowledge on the rather diverse construction systems and practices of other countries. This could inevitably hamper their opportunity to enter this boundless market sector. Through this project, Hong Kong project managers were benefited from the knowledge regarding various construction systems and environmental designs as well as the latest know-how of international contract and best practices would be significantly elevated. This certainly enhanced their competitiveness over project managers from other countries.

This project aims to update and disseminate the PM knowledge and skills (five seminars and three training courses) for construction professionals in HK so as to enhance the competitiveness of the construction professionals in a regional context.  Achieving the desired project aim requires the following objectives to be fulfilled, and they are:

(1) to review local /international PM processes and qualification systems in Asia Pacific (e.g., Singapore, Japan, Australia, Korea, China, etc.);
(2) to hold five seminars and three training courses for the construction PM systems in different countries of Asia Pacific (e.g., India, Phillippines, Australia, Korea, Singapore, Japan, etc.); and
(3) to disseminate the outcomes of the project (refer to the above Objectives 1-2) to construction professionals in HK.
