This phase is the preparation phase for workshop study, with the main purpose of identifying value study sponsor, defining project needs, scope and goals, gathering necessary information, selecting team members, preparing value models, and preparing workshop logistics. Several techniques could be used to investigate the project function cost and value, such as function cost model, operational cost model, quality model, risk model, space model, and time model, etc. At the end of the seminar, the participants are required to analyze the Jardine House through quality model exercised as mini-workshop in group discussion in order to have a better understanding of these techniques.
